Random Assortment of Tweaks

A collection of tweaks to some of the in-game leaders that I felt needed a little boost.

Current changes:
> Gives Emulated Mind +1 tile range inherently
> Adds an Emulated Mind tier 6 tech, Synthetic Growth, that gives +3 growth to each Synthetic Printer in the city.
> Buffs the Furtive Tribunal by increasing the base output of their specific ability to 60 research base, the first tech upgrade gives +30 and the second + 50.
> Buffs the Furtive Tribunal Dreameater summon by removing the summoned trait, so they don't expire after 5 turns. The cooldown of this ability was increased to 10 turns as a drawback, as well as nerfing the tier 9 tech that buffs their level to 5.

Compatibility:
This mod overwrites FurtiveTribunal.xml and Trapped.xml.
This mod extends CyberInfantry.xml

I'm open to any criticism and suggestions, this mod is a work in progress.
