Balanced Runeforge mechanic for the Dwarfs

This is a submod that aims to make the awesome Runeforge mechanic by Partypus and Rhox more balanced. It becomes op extremely quickly esp mid to late game when you are making hundreds of oathgold a turn and can outfit entire armies with the runes easily without even touching your oathgold pile, and some of the abilities can ruin enemy armies.

Instead of the runes crafting only costing 5 or 10, it starts at 10 and gets exponentially higher.
