Campaign AI Tweaks Submod - Less Wackamole

The AI no longer sees the enemy strength as being higher than it is, it sees it exactly 1:1.

This should still be higher than vanilla where they actually see the enemy as being weaker than they are, generally.

Submod made for my main campaign AI mod Campaign AI Tweaks. But can be used without the main mod if this change to the AI behaviour is all you want. It is a suggestion, not a requirement despite what steam says.
