What to do:

On the library page for LF2R there is a controller icon to the right side, which open steam input controller settings.

If Steam Input is disabled, enable it. It will let you choose profiles to use for your controller, I chose the keyboard layout for a quick setup.

You can also click the edit layout option which brings up a list of controller buttons with their keybinds, from there you are able to customize which of your buttons does which keybind, as it will bring up a virtual keyboard for you to choose which you would like to assign to each button.

After you are done, you will be able to use your controller to play Little Fighter 2.

Just an extremely quick video showing how to use steam input to map controller buttons to keyboard keybinds. This also works for pretty much every game that doesn't have full native controller support.
