He posted instructions with it, but I believe you run that from your server folder, and then once it runs the first time, you close it by typing exit twice, and then replace the hosting.cfg file with yours.

Search for Miscreated-Server.cmd Spafbi uploaded on Aug 27th. If it doesnt complete the first time, the second time is the charm..

There may be an issue with downloading it from Steam since they made changes. Are you on the modding Discord? If so, Spafbi created a new script for launching servers with mods that need to be downloaded.
