A.K.A. "More Fishy Bars"

Modifies coastal/riverside settlements to include "Fishy Bars", as well as resident Fish Sellers.

Expands the responses that characters give when yelled at by the Fish Sellers.

Removed fish as a restricted item from UC places, and also removed Dried Fish from regular Bars (since the fishy bar expansion covers it, otherwise you'd buy fish way inland)

I think the fish sellers, at least in the Empire, are bugged. Currently trying to fix.

remove the quiil food reference in the mod manager so it donset say that it miss a mod
