Jaffar doesn't die instantly (OVN Araby Starting Army Buffs)

All credit to the OVN team for the mod.
As somebody who regularly plays on high difficulties, the Araby starts tend to be a bit frustrating, especially Jaffar.
This brings all of the starting armies to 10 units + starting agent. meaning that you can more meaningfully do stuff.
It also means that the AI Araby nations might get somewhere later in the game, who knows.

Literally all this does is change the starting armies, should be compatible with everything
works with Old World too.
