Reduced Spoilage Research Cost - V67

This mod makes the Spoilage technology much cheaper to research:
- Reduces research levels from 25 to 10 and increases the bonus of each level from 0.1 to 0.25
- Increases base research cost from 50 to 250 research points
- Lowers cost multiplier from 1.5x to 1.25x per research level
- Total cost to max out Spoilage research drops from ~200,000 to ~8,000 research points
