-15% upkeep for player
-10% upkeep for AI
+100% Unit Cost for both

Should make battle more decisive as it will be more difficult to recruit new units. May change values, not sure about AI upkeep, just wanted to curve AI army spam a little, without disallowing them from recruiting higher priced units. So this may encourage that more than the other. Interested in others thoughts over longer games.
