In practice this mod overwrites the tribal buildings, except for culture buildings, which is one source of major conflict. How desirable a building is is set for every building. Depending on which values Flogi set for his buildings relative to mine, the vanilla or mod buildings may be (excessively) favoured.
Some AI changes are easy to test but I have not found a good way for this specifically. I believe the mod has a positive impact. If anything the AI won't prioritise bad buildings however I would be interested in feedback on this mod.
