Removes Radiations visual effects - (1.6 has made the mod not work, I will try to update ASAP)

Meant for hardcore, Gieger Counter clicks being the only way to hear radiation.
Radiation bar still builds up at the bottom, only things removed are visuals effects

*Removes Nosie
*Removes Static Fuzz
*Removes Sepia Filter

Potentially incompatible with 1.6 update.
