makes sense lemon, cuz the oicw is actually based on a real concept weapon, so perhaps in the sci fi world with black mesa and aperture co existing, there was a military prototype in the works before the combine came over and almost put down the earth like a dog.

A good way to explain it holding the beta AR2 is that perhaps the OICW was the Overwatch standard-issue rifle previously before it was replaced by the pulse rifle
