Balanced Abundance Worldgen

Increases the amount of commodities and starter provinces placed on the map, increases province max level to 30 with shallower level curve making them level up faster, gives provinces workshops every 3 levels making it possible to have every vanilla workshop in each province by level 24. Use during campaign creation for commodity changes to take effect. Please note that province workshop icons on the map only supports showing a maximum of 8 (2 being obscured by the province name) workshops, workshops beyond this will not show but will still function and be viewable with the province tab within the region. Remember to hold Left Shift while continuing and accepting to apply changes to an existing campaign.
