Chand's ALTARnate Abbasid Unlock

This unlocks the Abbasids after building three altars, as improving three camels is often significantly more difficult than it sounds. Note: I originally made this very shortly after release, before the Bulgarians were added to the game with the same unlock requirement. Never got around to coming up with a different idea, so here we are.
