Remove Quick Learner and Pregen Councilors

Sick of always seeing the same faces? You won't be able to rely on Sean Dioz or Valerie Kendrick to save the day any longer. This mod removes all of the pregenerated councilors from the pool. It also sets the chance of councilors spawning with XP related traits (Quick Learner, Striver, or Inflexible) to zero. Judge your councilors on their own merit, not simply on the presence (or lack thereof) of incredibly overpowered XP traits.
