Add $jointmassbias "valvebiped.bip01_neck1" 5 to the QC file under the $jointconstrain lines for valvebiped.bip01_neck1.
turns out, that was caused by the neck collision mesh (which i often add in my later works with clavicles too), while it helps in posing the head better with tools like Ragdoll Mover, in turn it sacrifices posing stuff using the phys gun which may make the head mesh less stiff and more prone to jittering about.
either i have to remove the neck phys mesh which fixes the problem, but in turn omits better head posing, or don't which said problem will still persist while keeping better posing with that aforementioned tool.
Has returned!!!
