Reduced Influence Upkeep of Laws/Agreements

Reduces influence upkeep of Research and Trade Agreements to 0.5/pop, and (hopefully) all Laws influence upkeep by half. The tooltip might say the vanilla value, but the upkeep when you actually take the law/agreement should be reduced.

Not intended to be balanced, I just want to be able to use laws and trade agreements in the earlygame without using up all my influence. Do leave a comment if there's any law or agreement that doesn't have its upkeep reduced.
