The O.O.D. flag was just the version tag being out of sync with the current Stellaris build.
I’ve pushed the update, so it should no longer show as outdated.
They do more than it looks at first glance, not every op is designed to explode on contact like Steal Tech.

scripted_loc is Stellaris system for dynamic text.
You define a line once, and the game automatically inserts the right values or variations depending on the situation.
Key words are "Subtly shift" an empire’s ethics. It's hard to change the ethics of another empire, other factors contribute to strongly holding an ethic or maybe shifting it over a long period of time.
I love your 'Change Notes', really useful to help me evaluate this mod for my next long game play... thanks! Also shows that you're committed to it. BTW, in a sentence what does scripted_loc mean?
