[XAC2025] Active Combat - Less Idle Combatant

This mod modifies a few rules and whole melee tables.

- Hit chance (min/base/max) - 25/50/75.
- Reduced various delays and cooldowns from attack and knockdown.
- Increased max reactions.
- Matched-Combat is disabled by default because faster entities attack will make calculation complicated and unnecessarily make game laggy. Place other mod above this one if you want it on.


Supposed to be used with my other mods in a bundle, but separated into mini-mod for compatibility.
