It's currently broken, 4.0.23 broke some ui components.

Try using this third party submod in the meantime:

I think this might be broken possibly, my city building section is a huge empty box with a big specialization available + but clicking it does nothing and you cant see any of your buildings. I followed the load order instruction as well, though I am using merger of rules. I don't have any other UI mods, but i have the compatibility patch for bpv and more building slots underneath merger of rules, if changing that helps, I'll update my comment.

不喜欢右边特化区划滑轮可以这么改
