Animating wheel and gauges, I know a few Simfphys makers who can. One is Husky for one car I like from him: https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=1635099984

Tire texture is fixed. Thanks for letting me know. I don't know how to animate the steering wheel and gauges. If you do or know someone who does lmk
