~ BPV - More Building Slots - 100 City Slots

is this mod supposed to have a defines folder in its commons? cause i could not see any extra building slot even tho it worked before in the same game version and i decided to check its files and compare it with another BPV related mod and there was no defines folder in this mod while there was one in the 10 urban zone building slots mod

PDX hasn't fully implemented this system – modifiers for building slots have absolutely no effect.
The current implementation is essentially a half-finished framework.

Critical question... Is there a way to create a system like the previous UIO slots mod, so you can open the slots by time and with technologies/decisions? Because I feel more than a normal amount of slots all free in the beginning will cause the AI to just spam gazillions of these buildings, drop lag, and destroy their economies.
