Western Roman Empire - No Disabled Buildings

Have you ever wondered why roman tech disables some buildings?
Sure, historically one could argue that the knowledge of how to build these structures was lost as the WRE fell, but what if in the game you are not losing or you are even expanding? Then the technology should not be lost.

This mod simply removes the tech disable.

I didn't make any compatibility test, so use it on your on risk (it should work unless you have some other mod editing the tech tree).

PS: a cool feature for the future would be to re-enable the old techs only if your imperium is at least at a certain level, but the game is really old I don't know how many people would actually use this.
