Religious Appointment Tweaks

So, this mod has two features:

1. It changes conditions for appointing your court chaplain, so that with theocratic temple ownership you can't appoint your heir, or an heir of your vassal, since it results in disinheriting their entire family line

2. It switches every faith with fixed spiritual appointment but no religious head, to allow appointing the court chaplain yourself.

3. Now you actualy can't assign married people as court chaplains if you have appropriate doctrine.
