Actually ruins seems to be more or less fixed since winter update, but if you want all the fps - go ahead

Xml mod, overrides levels and safe to add to existing campaign

Doesn't remove ruins in Dynamic europa, if you want it do it yourself, i'm too lazy to maintain it
