None of the mods on the Workshop actually remove all voicelines. This one should 100% guaranteed™

I think the only thing it doesn't remove is the fall scream, but that's hard-coded. It should be removable via audiomixers.txt, but that would require manual install.

There are multiple layers of redundancy to avoid any voicelines being heard.

• All talker scripts play a blank .vcd for every response line.
  
• Chopper pilot voicelines in c8m1_apartment are replaced with silent audio files.
  
• VScript overrides any triggered response with an empty one (local server only). This should work for even custom talker scripts
  
• ambient_generic entities that play voicelines (e.g., chopper pilot) are removed from all maps (local server only).
