[A3UE] Arsenal Unlock UAVs ENVGs Statics

Small little config extender that lets you choose whether you would like to be able to unlock certain items that are hardcoded not to, like UAV/UGV bags, Static weapon parts, and Night vision googles with thermal vision (ENVGs/TNVGs) in the arsenal.

The three options can be found in the parameters menu when you load the save, located at the very bottom of the Advanced Settings tab.

They will work on both new and existing saves.

Features:
- Option to unlock UAV/UGV bags that weren't previously available (the ones defined in allBackpacksTool)
- Option to unlock bags containing Static weapon parts
- Option to unlock ENVGs/TNVGs
