Had to tone down how easily spam-able his moves were, they now require more meter.

- DStrong increased DT usage 2 DT (1 bar) -> 6 DT (3 bars)
- All strongs increased DT requirement 6 -> 10
- DSpecial increased DT requirement 4 -> 6
- FSpecial increased DT requirement 2 -> 4
