If I might make a suggestion for a level? I don't know beans about modding and mod-making, but something I've almost never seen is one that triples population. The only time I've seen something vaguely similar was during the "They Are Billions" custom zombie campaign.
A level with over-population that is suffering from gang violence DURING a Riot event and more Super Cops than normal acting as a SWAT team hoping to restore order. It's essentially a Civil Unrest level.
Bonus points it you could make the police hostile to the player by default, but no one else is. That would imply that The Resistance organized that riot and the gangs are simply using the riot as an opportunity to take each other out while the police are busy dealing with everyday people.

@WorldWalker128, I'm glad you enjoyed this little workshop creation of mine! I'm intending on taking out a few of the disasters because they kind of slow or speed up the game of play as you said and a few of my friends said too while playing this

It was indeed, very fast-paced madness, especially on the last two levels. I don't particularly care for levels with timers because I like to go slow and take my time with things usually, but with this particular batch of insanity it fits really well.

Welp, let's give this a shot. Love me a ridiculous mod!
