We got our local town jester to test out the effectiveness of the homing briefcase.

* The game detects the item as having a 'fast speed' * You can use the item during cooldown wastes mana and doesn't fire a Projectile

I am VERY new to modding. Please let me know if there's anything I can improve upon or potential fixes/changes.
