Improved Smoker and Boomer AI

I was requested a while back to release my Smoker and Boomer improvements as standalone, and I finally got around to it. The goal of this mod is to bring both the Smoker and Boomer up to par with the L4D2 specials. For example Boomers would tend to waddle out in the open and stare at you giving you ample time to eliminate him as opposed to something like the Spitter. Who will stay in cover and attack instantly if far away, or rush in for the attack when up close. Smokers also have the issue of standing there screaming for like 2 seconds signaling "Hey! I'm right here!" making them kind of a non threat. Below the mod changes the following to improve their responsiveness and intelligence.

-Smokers and Boomers will now attack instantly, just like the other Infected.
-Boomers are now more eager to stay in cover if out of range. No more waddling to you out in the open if they can help it.
-Smokers will run away sooner after their tongue drops much like a player in Versus would.
