OICW for SMG with better reload animation and retail hands

OICW from Coterminus with an animation where Gordon charges the gun. Just like in the 2002 E3 showcases.

--- Description ---

Made the reload animation myself. It's synchronized to the retail npc AR2 reload sound, a leftover from when it was the OICW. Previously Gordon only replaced the magazine.

Sounds are all changed to the Beta ones. The ammo count and icon are also changed but the VPK from hl2_complete overwrites it so I can't do anything about it unless you delete it or something idk.
