Culture, Happiness, and Faith are disabled. Technologies are limited to the Medieval and Renaissance Eras. Players may not train Settlers. Defensive Pacts are available from the beginning of the game. All Civilizations may annex City-States through Royal Marriage.

The winner is the first Civilization to control 20 Cities and capture Kyoto!
