you start receiving perks points at level 6, didn't find a way to change that :(

What it seems to be is if you start the game with levels higher than 2, you aren't recieving perk points for them

It doesn't seem to actually give you perk points until level 6, though.

Nope, it changes the required level for perks. Early perks are easier to get, higher perks needs higher level.

Vanilla > new perk requirement
6 > 2
7 > 4
8 > 6
9 > 8
10 > 10
12 > 13
14 > 16
16 > 20
18 > 25
20 > 28
