KCD Local Hero and Infamous perks restored (PTF)

Modifies existing Local Hero perk and adds new Infamous perk to function similarly to the same perks from KCD1.

Local Hero: If you are in an area where you have a good reputation (60 or more), you gain a +2 bonus on Strength, Agility, Vitality, and Speech, but your reputation falls twice as fast.

Infamous: If you are in an area where you have a bad reputation (below 40), you gain a +2 bonus to strength, Agility, Vitality, and Speech, but your reputation rises twice as fast.

The perks are mutually exclusive.
