NATO/US Mission Briefing: Operation SWEETWATER SHADOWDate: August 15, 2008Location: Cabot Strait, Gulf of Saint LawrenceMission Type: Anti-Submarine Warfare (ASW)



SITUATIONIntelligence reports indicate that a rogue submarine, identified as K-170, a PLA-675N Echo II-class vessel, is attempting to infiltrate the Gulf of Saint Lawrence. This incursion is believed to be an effort to deploy anti-maple tree operatives with the aim of disrupting Canada’s vital maple syrup industry. The submarine must be located and neutralized before it reaches the Canadian mainland.
K-170 is believed to be operating under strict emissions control (EMCON) protocols and utilizing heavy civil maritime traffic to mask its presence. Due to the sensitive nature of this operation, collateral damage to commercial and civilian vessels must be avoided at all costs.



MISSION OBJECTIVES


Detect and track the rogue submarine K-170 as it attempts to navigate the Cabot Strait.

Positively identify the submarine before engagement to avoid misclassification of civilian or neutral vessels.

Neutralize or deter K-170 before it reaches the Gulf of Saint Lawrence and releases its operatives.

Minimize disruption to civilian maritime traffic and avoid collateral damage.



FORCES ASSIGNED


HMS Norfolk (F230) – Royal Navy Type 23 Frigate with towed array sonar and ASW capabilities.

USS Underwood (FFG-36) – Oliver Hazard Perry-class guided missile frigate, equipped with AN/SQR-19 TACTAS and SH-60B Seahawk for ASW.

CP-140 Maritime Patrol Aircraft – Equipped with sonobuoys, MAD detection, and torpedoes.

SH-60B Seahawk (aboard Underwood) – Capable of deploying sonobuoys and Mk 46 torpedoes.

Lynx HMA.8 (aboard Norfolk) – Equipped with Sea Spray radar and Stingray torpedoes.



RULES OF ENGAGEMENT (ROE)


Weapons Hold unless hostile intent or identity is confirmed.

Minimize active sonar usage until contact is classified as potentially hostile.

Avoid engagement in areas of dense civilian traffic unless absolutely necessary.

Clearance to engage only after positive identification of K-170 as a threat.



OPERATIONAL CONSIDERATIONS


Civilian maritime traffic will be dense in the Cabot Strait. The PLAN submarine may use merchant vessels for cover.

Weather conditions are expected to be moderate, with intermittent low-visibility conditions.

K-170 may attempt to exit the Cabot Strait at high speed or remain submerged at a slow creep to avoid detection.

Possible escort or interference from non-aligned intelligence-gathering vessels should not be ruled out.

The Gulf of Saint Lawrence is a critical economic and ecological zone—any kinetic engagement must be executed with precision to avoid unintended consequences.



COMMAND AND CONTROL


Tactical Command: CTF-84 (Commander, ASW Forces Atlantic)

Communications: Secure channels only, encrypted burst transmissions for long-range coordination.

Coordination with Canadian Maritime Forces Atlantic (MARLANT) will be maintained.



EXPECTED THREAT RESPONSE


K-170 may engage in aggressive counter-detection maneuvers, including rapid depth changes and decoy deployment.

Potential launch of SS-N-3 Shaddock missiles as a last-ditch effort.

Concealment near seabed features or civilian traffic.



SUCCESS CRITERIA


K-170 is successfully identified and neutralized before reaching the Gulf of Saint Lawrence.

No civilian casualties or collateral damage.

Effective demonstration of ASW tactics for training purposes.
