Makes Production Modules more Satisfactory like. (Over/Under Clocking)

Also adds power shards in an unknown signal. I'm likely to add more unknown signals in the future. Let me know if you have designs you'd like in here (that fit with satisfactory lore). Only 1 loot item in each right now.

Yield Modules are now identical to speed modules.
Power modules reduce production rates (20% per module), so it's more for balancing your factory.
Speed modules cost more energy than normal.
