I decided to decrease the amount of jigglypuff's rest healing to make the risk on using it still high, in rivals there is no shield, so powerful moves are a lot better in rivals than in smash, this makes rest a lot better just because of that fact, so why make it even better by making it heal as well? I also removed her crawl as the crouch hurtbox is already low enough to low-profile most moves, i dont want that to be exploited in matchups against zoners. Lastly, i made her weight lower, to compensate for the many, many reflectors her moves have.

Changes:
- decreased weight 1.25 -> 1.3
- decreased rest healing
- removed crawl
- reduced the amount of time that sing puts opponents to sleep
