Regigigas is extremely exploitable when out of slow start, as he cant really kill or approach easily. After slowstart ends however, hes able to kill extremely early and deals a ton of damage. Due to Regigigas' new weight, its even easier to combo him, but harder to kill, this makes it likely that Regigigas gets to use slowstart every match, unlike before.

Changes:
+ increased weight 0.9 -> 0.7
- slowstart_damage_mult 0.75 -> 0.5
- slowstart_knockback_mult 0.7 -> 0.5
- slowstart_knockbackscale_mult 0.7 -> 0.5
- slowstart_movement_mult 0.75 -> 0.5
(slowstart now halves attack and speed like it does in the games)
- slowstart_duration 60 -> 90
(duration is in seconds)
* made the overlay for slowstart more opaque 0.45 -> 0.9
+ buffed all attacks' damage by ~1.2x rounded down
* set hitpause to 1 for all moves while in slowstart
* increased volume of stat up sound effect
