Phong + Specular Combine Soldiers (PORT)

I did not make this mod, so do not ask me to change anything. I cannot.

Original description:

Both specular highlights and cubemap reflectivity of EP2 and original HL2 shading for Combine soldiers.

Materials and textures adjusted to support both original pre-orangebox specular shading and the original EP2 phong shading.

• Does NOT apply to metrocops. Look somewhere else for that.
  
• HL2 and EP2 supported. (May not be true for this port.)
  
• Uncompressed normal maps.
  
• Higher quality prisonguard normalmap.
