GVK Zebedee (Inside Planet Teleporter)

This is a rewrite of Idiot's Zebedee Planet Core Guardian mod.

This mod teleports grids and characters falling inside a planet back to the surface. It also deletes floating objects that have fallen inside, although most servers run this function with the Essentials plugin.

The original mod constantly encountered an exception that would avoid the timer = 0 call. This resulted in the heavy path running and spewing exceptions every single tick, causing poor game performance and log files to become hundreds of megabytes.

This also removes a potential crash on grids that don't have a cockpit and optimizes numerous sections of the code.
