MaxRavenclaw's Global Holy Site Bonus (All 3 Campaigns)

Inspired by the other global bonuses mods out there, particularly Lawojin's. Removes the large morale bonus for units recruited locally in regions with a holy site and instead makes it a small global bonus for units everywhere, including already recruited units. To prevent absurd stacking the bonus was reduced from 3/5 to 1/1.

Update 1.1:
- Changed Sengoku Holy Site bonus from 1/1 to 1/2.
- Changed Boshin Holy Site bonus from local to global.

Now the Charge and Traditional Unit recruitment cost bonuses from the FOTS Holy Sites apply globally as well.

Update 1.2:
Made Genpei Holy Site bonuses global as well.
