2002 IHV Metrocop Replacement

These two skins are fixed versions of the IHVtest.mdl from the HL2 Leak ported and rigged with the 2002 metropolice textures as replacements for Barney and Civil Protection

- Sheet included to act as the texture for Barney's helmet variation in the first chapter
- IHVtest mesh given helmet to fully work as a metrocop replacement
- VMT's corrected (better usage of envmaps)
