Reports are coming in from Nowheraki City that there are Rebel Forces held up in an Old Factory.

Witnesses told Local SWAT that the Rebels have been Refurbishing the 5th Floor and Threatening Anyone that Comes Up.

Unarmed Suspects have also been seen Entering and Leaving the Factory.
It's possible that the Rebels are using Civilians to Smuggle in Food and other things for them.
Do Not Engage On Any Unarmed Civilians.
