Yes, in two circumstances:

• 2 or more zombies are climbing over the exact same section of low fence.
  
• Crawlers attacking them.

This mod, at the defaults, causes all zombies to cause a random amount of damage to low fences, regardless of how many are climbing over it. Additionally:

• Sprinter zombies have a 25% chance to use a different animation, and destroy the fence.
  
• Players failing a sprinting vault over a fence also destroys the fence.
