It's a more toned down version of the above, a lite version if you will. It removes modifications to the Level 2 Port, limiting improvements to the Level 3 and 4 ports.

Basically this variation of the mod allows rushing invasions early on, because giving coastal defenses to Level 2 ports makes it difficult to land quick invasions in the first turns before you build up an army to damage the ports sufficiently.
