Defense of Luzon – A Future Conflict in the Luzon Strait

Tensions in the Indo-Pacific have escalated, with the Luzon Strait—between the Philippine island of Luzon and Taiwan—becoming the focus of a looming conflict. China (RED) is preparing a large-scale offensive to seize control of this strategic chokepoint, threatening vital maritime routes.

Intelligence confirms that a heavily defended amphibious task force is en route to Luzon, consisting of troop carriers, supply ships, and warships. The objective: establish a beachhead and secure a foothold for further operations, backed by air cover, missile escorts, and submarines.

Your Role:

As the BLUE commander, your mission is to fortify Luzon’s defenses and repel the RED offensive. Your tasks are divided into two phases:

Phase 1 – Setup and Preparation:

Procure Units: Select assets from a pool of ground-based SAMs, ships, submarines, and aircraft.

Acquire Capabilities ("Cards"): Purchase defensive and support capabilities like cyber warfare, electronic warfare, and intelligence.

Deploy Units and Capabilities: Position assets strategically across Luzon, its waters, and key chokepoints.

Phase 2 – Execution:

Dynamic RED Offensive: Enemy strategies vary, requiring adaptable tactics.

Capabilities Management:

Automatic Capabilities: Passive defensive actions triggered by enemy actions.

Manual Capabilities: Direct input required for jamming, cyber attacks, and surveillance.

Defense Iteration: Adjust and refine your strategy based on enemy moves and mission outcomes.

Victory Conditions:

Repel the RED forces by:

Protecting critical infrastructure on Luzon

Preventing enemy landings and maintaining key corridors

Minimizing losses while maximizing enemy attrition

Failures may result in the loss of strategic positions, successful RED landings, and compromised supply lines.

Yes, I set the two different dateformats because of that :)

I'm planning to update the scenario with latest DB and a few additions for next CMO update!

Cool scenario! Although I had trouble starting it up at first. It was automatically completing before even giving me a chance to place down any units. Determined that selecting the European date format of DD/MM/YYYY caused the issue.

May also want to update to the latest DB, there have been are a fair few changes/additions to the Chinese and US options since DB 509.

Thanks for your words. The pricing structure was set by trial an error, is not based on real world price, just thinking in capabilities and try to balance everything. My intention for the price was to put a constraint and make players take decissions about expending money on capabilities vs units, which kind of units, etc. And how to find synergies between capabilities and units.

Feel free to provide some feedback, also you can tweak the price of the units, (Copy paste the content of the lua action WargameData into a notepad/vscode editor, and you can see the JSON structure of the units that you can purchase etc, you can play with it a bit and replace the original in a new scenario)

About the scale, I think for Command this is a bit on the limit of scale, a bigger theater would be quite difficult to manage for one player.

Anyway, you've done a really fantastic job with this, and, as I've said, I'd happily pay money for more like it. I'd really like to expand the scale, to have more money and gear to play with. I think the pricing structure might be tweaked, too. I have no idea how realistic it is, though, in either absolute or relative terms. The latter is more important.), and for me, that would be the most important thing.

Having a lot of fun with this. Losing a lot, but I prefer it that way. As soon as I win a game/scenario, I lose interest.
Learning how to use the capabilities is a little tricky. More guidance or explanation would be good. What's there is pretty minimal. Still, practice will get me there, I'm sure. Learning about it is fun and useful by itself. (I teach International Relations/world politics. It's quite theoretical, so it's good to have some idea of the various sides' capabilities. The limitations of the F35 have been a revelation, since our (Oz) defence force has some. We also provide tanker support for the alliance, and I'm sure a lot of people don't realise how vital this is, especially for the F35s.

Ah, great, thank you. It works now. I would definitely pay money for more like this, especially larger-scale scenarios in terms of both geography and equipment.

Wow. This is like... paid-content level good. Definitely pushing the limits of CMO, certainly in the modding realm. Would love to collaborate with you. I've done three scenarios (the "Surface Action Series") and would love to build-out a scenario with you.

The budgetd is based on enemy capabilities, that's why it's a bit different every time.

You are placing units outside of the deployment area, you can check the deployment area in the map settings on the bottom corner.
