Modified GWS Spectate System Overhaul + Patches

描述
Requested by Gentoi and Eddygar.

Before using this addon, unsubscribe from the unmodified one.

What changed is that I added two new console variables that determines the time in seconds until corpses/ragdolls disappear and the time until you get sent to spectator mode after death.
Other changes I made are that `start_spectating` and `stop_spectating` should be working properly again, pressing RELOAD (default: R) makes you stop spectating the target regardless of spectate view mode, and made changes to the way players are cycled though to acommodate the specific target unspectation.

Let me know if any issues happen.

It helps when filming multiplayer server stuff and you don't want player ragdolls to be shown for a long time, and also so there's time to see the killer before you get to spectator mode, much like Pill Pack Hide and Seek.

I want to help everyone, you NEED VManip base for this to work, otherwise there would be lua errors. the developers should add that as a requirement, i hope this helped! (devs if you see this PLEASE add it as a requirement)
