"The Spiteful Tuna-Head"

Dracus is some sort of giant theropod-like reptile that slightly resembles a Stegadracus perhaps one could say it's Not-Stegosaurus. Dracus (oddly enough) is one of the bosses of the Elder Isle but they don't appear t'ill every other boss on the world is defeated after which they just casually appear on the map... I still don't get why that happens.
