Actually now that I think about it, a flight sim map could also work too if not better

The problem then would be texturing and quality. Maybe if you'd use google map data or something similar you could use a program to extract the models. I think you can do that for google Earth or google maps I forgot which one, but the models look terrible

I suppose if you had A LOT of free time on your hands you could recreate the buildings from the satellite photo into basic 3d shapes and render it with the corrected lighting. Or mirror the textures.

I can't do anything about it. The only way I could think of was to mirror the textures...

I've even heard that they used the very old New York City satellite map for the texture.

The reason they hadn't done this is likely because of time, as seen in old beta maps for concept art, the New York City Night texture is pretty darn old, and considering they had other things after the Leak occurred, they had to rebuild some of the maps under crunch time, alongside other things such as burning funds and or other internal issues.
TL;DR. Internal, External issues and the leak.
